Handloom silk shawls, scarves, mufflers, veils
HSN 6214 10 30 (silk handloom shawls, scarves, mufflers and veils) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all preferred-origin suppliers. The exemption covers nine named countries only; imports from all other origins — including Bangladesh, China, and other major silk-processing exporters — require the PSIC regardless of the supplier's own certification claims. A consignment arriving without a compliant PSIC from a non-exempt origin is liable to detention pending re-testing or re-export.
