The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all preferred-origin suppliers. The exemption covers nine named countries only; imports from all other origins — including Bangladesh, China, and other major silk-processing exporters — require the PSIC regardless of the supplier's own certification claims. A consignment arriving without a compliant PSIC from a non-exempt origin is liable to detention pending re-testing or re-export.
