HSN 6214 10 20 (Shawls, scarves exceeding 60 cm and the like, of silk or silk waste) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a mandatory Pre-Shipment Inspection Certificate covering absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all imports without verifying the country of origin. The exemption is strictly limited to nine named countries, and consignments from any other origin — including Bangladesh — that arrive without a valid PSIC or test report are liable to detention at the port of import pending testing. Compliance with the Bangladesh port-restriction regime under para 19 is a separate requirement that does not affect the PSIC obligation.
