Handkerchiefs of other textile materials
HSN 6213 90 90 (Handkerchiefs of other textile materials) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), including wool/blended-textile notification requirements under the Textile (Development & Regulation) Order, 2001 read with the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate (PSIC) certifying textile composition and dye safety, along with a certificate of origin and brand-owner authenticity certificate, are required at the bill of entry.

The most common error on this tariff line is overlooking the dual PSIC requirement: one certificate addresses textile composition and brand authenticity (relevant when the product contains wool or blended fibres under General Note 11), and a separate PSIC addresses azo-dye absence under General Note 10. Importers who obtain only the azo-dye PSIC and omit the composition certificate for wool-containing handkerchiefs face consignment detention pending submission of the missing documentation.
