Handkerchiefs of man-made fibres, not knitted or crocheted
HSN 6213 90 10 (Handkerchiefs of man-made fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited azo-dye absence under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all textile testing requirements — it does not. The PSIC covering composition and other hazardous-substance parameters remains mandatory regardless of origin. For Bangladesh-origin consignments, failure to verify port eligibility under DGFT Notification 7/2025-26 before vessel dispatch can result in consignment detention at a non-designated port with no recourse short of re-export.
