Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

  2. 2
For consignments originating from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes per DGFT Notification 7/2025-26 dated 17-05-2025. Review Paras 2 and 3 of that notification to determine whether the consignment qualifies under the exempted-goods carve-out before routing.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all textile testing requirements — it does not. The PSIC covering composition and other hazardous-substance parameters remains mandatory regardless of origin. For Bangladesh-origin consignments, failure to verify port eligibility under DGFT Notification 7/2025-26 before vessel dispatch can result in consignment detention at a non-designated port with no recourse short of re-export.
