The azo-dye PSIC exemption is country-of-origin specific, not a blanket waiver: an importer sourcing from a non-exempt country who ships via an exempt country's intermediary port does not thereby qualify for the exemption. A missing or deficient PSIC at the bill-of-entry stage results in consignment detention and demurrage pending re-inspection, and no post-arrival rectification route exists for this document.
