Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

For consignments originating from Bangladesh, verify compliance with the port restrictions and exemption conditions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26. A word of counsel

The azo-dye testing exemption is country-of-origin specific and applies only to the nine listed countries; importers sourcing brassieres from any other origin — including Bangladesh, China, Sri Lanka, or Vietnam — must present a valid PSIC or TC/CSRTI test report at the bill of entry. Presenting a certificate issued by an unaccredited laboratory, or one that covers a different garment category, is treated as non-compliance and can result in consignment detention and demurrage pending re-inspection.

Frequently asked
Does HSN 6212 10 00 require BIS certification?
No, brassieres are not within the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10.
Is the PSIC requirement waived if the exporting country is exempt from azo-dye testing?
The azo-dye testing exemption applies only to imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; the PSIC covering other compositional parameters may still be required under General Note 10 of the ITC (HS) policy.
What restrictions apply to brassieres imported from Bangladesh?
DGFT Notification 7/2025-26 dated 17-05-2025 introduced Para 19 in the General Notes to ITC (HS) 2022, imposing port restrictions on certain goods of Bangladeshi origin; exemptions are set out in Paras 2 and 3 of that notification and should be verified against the specific consignment before shipment.
