HSN 6211 49 29 (Other garments of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions and conditions for imports originating from Bangladesh.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to all PSIC requirements — it does not; the exemption covers azo-dye testing only, and other parameters of the Pre-Shipment Inspection Certificate remain mandatory regardless of origin. For Bangladesh-origin consignments, failure to confirm port-restriction compliance under DGFT Notification 7/2025-26 before vessel departure risks detention or re-export at the Indian port of entry.
