The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries to other origins. For all other exporting countries — including Bangladesh — the PSIC from an accredited laboratory is mandatory at the bill of entry; its absence results in consignment detention pending re-examination. The Bangladesh port-restriction overlay under para 19 is a separate and concurrent check: even a PSIC-compliant consignment is detained if routed through an unspecified port.
