HSN 6211 49 10 (Of wool or fine animal hair) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) policy, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner authenticity certificate; azo-dye testing requirements under General Note 10 apply concurrently.

- 2Ensure the PSIC from an accredited laboratory or valid test report from a Textile Committee or CSRTI laboratory certifies the absence of prohibited azo dyes. The most common error on this tariff line is arriving at the port with a PSIC covering only azo-dye testing while omitting the separate fibre-composition certification and the brand-owner authenticity certificate required under General Note 11. These are three distinct documents from three distinct sources; the absence of any one triggers detention and potential refusal of out-of-charge. Importers sourcing from Bangladesh should additionally pre-confirm port eligibility under DGFT Notification 7/2025-26 before vessel departure, as a port not listed in Para 1 cannot be substituted post-sailing.
