HSN 6211 42 19 (Other woven cotton garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces port restrictions on imports of certain goods from Bangladesh, with specific exemptions set out in Paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17 May 2025, which introduces port restrictions under Para 19 of the General Notes to the ITC (HS) 2022. Confirm whether the specific goods qualify for exemption under Paragraphs 2 or 3 of that notification before nominating the port of import.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming that the PSIC requirement is waived for all trusted-origin countries. The azo-dye testing exemption is narrow — nine named jurisdictions only — and does not extend to the PSIC itself; composition and other parameters must still be certified by an accredited laboratory or Textile Committee even for exempt origins. Importers sourcing from Bangladesh must additionally cross-check the port-restriction regime under DGFT Notification 7/2025-26 before booking the shipment, as non-compliant port arrival attracts consignment detention.
