The most common error on this tariff line is assuming the azo-dye testing exemption applies universally — it is restricted to nine named origins only, and all other exporting countries require a PSIC or accredited-laboratory test report at the bill of entry. A consignment arriving without the requisite PSIC from a non-exempt origin is liable to detention pending testing, with demurrage and ground rent accruing throughout. The Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is an entirely separate compliance layer that must be checked independently of the PSIC requirement.
