  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must comply.

  2. 2
If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under paragraph 19 of the General Notes to the ITC (HS) 2022 policy. Review the exempted-goods categories at paragraphs 2 and 3 of DGFT Notification 7/2025-26 before routing the shipment to determine which ports of entry are permitted.

A word of counsel

The azo-dye PSIC exemption is country-of-origin specific — it applies to the nine listed countries only and does not extend to goods transshipped through or re-exported from those countries. A consignment originating in a non-exempt country but routed through, say, an EU hub will still require the PSIC at the Indian port of entry. For Bangladesh-origin garments, the port-restriction regime under DGFT Notification 7/2025-26 now operates as a concurrent obligation independent of azo-dye compliance.
