Women's and girls' garments of coated or laminated fabrics
HSN 6210 50 00 (Other women's or girls' garments made of fabrics of headings 5602, 5603, 5903, 5906 or 5907) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under a new General Note introduced at paragraph 19 of the ITC (HS) 2022 policy.

The azo-dye PSIC exemption is country-of-origin specific — it applies to the nine listed countries only and does not extend to goods transshipped through or re-exported from those countries. A consignment originating in a non-exempt country but routed through, say, an EU hub will still require the PSIC at the Indian port of entry. For Bangladesh-origin garments, the port-restriction regime under DGFT Notification 7/2025-26 now operates as a concurrent obligation independent of azo-dye compliance.
