Fighter Aircraft Clothing (Conforming to IS 11871)
Fighter aircraft clothing, high altitude protective garments
HSN 6210 40 50 (Fighter Aircraft Clothing conforming to IS 11871) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Bangladesh-origin port declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must produce the PSIC at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under paragraph 19 of the General Notes via DGFT Notification 7/2025-26 dated 17-05-2025. Confirm whether the goods qualify for the exemptions listed in paragraphs 2 and 3 of that notification before routing; non-exempt Bangladesh-origin consignments must enter only through the specified permitted ports.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
- 3Confirm at the bill-of-entry stage that the goods conform to IS 5866 (high altitude clothing standard), as the customs officer is directed to verify that goods declared under this CTI are high altitude clothes conforming to IS 5866. Mis-declared or non-conforming goods are liable to detention and re-examination.CCR verification note · IS 5866 referenced under CTI 6210 40 50
The most common error on this tariff line is overlooking the IS 5866 conformity verification at the port of entry. Importers who treat this line as a standard technical-textile entry without pre-clearing the IS 5866 compliance documentation face examination-level delays, as the customs officer is specifically instructed to verify conformity before out-of-charge. The PSIC requirement for azo-dye absence is an independent and concurrent obligation — a passing IS 5866 declaration does not substitute for the PSIC or valid CSRTI test report.
