Women's garments of nonwoven, coated, or rubberised fabrics
HSN 6210 30 90 (other garments of the type described in heading 6202, made up of fabrics of headings 5602, 5603, 5903, 5906 or 5907) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, and Bangladesh-origin consignments are subject to port restrictions under DGFT Notification 7/2025-26.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For Bangladesh-origin consignments, verify compliance with para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025, which imposes port restrictions on certain goods imported from Bangladesh. Confirm whether the consignment falls within the exempted goods described in paras 2 and 3 before routing.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries (EU, UK, Japan, South Korea, Australia, Canada, Serbia, Poland, Denmark) extends to all PSIC requirements — it does not; only the azo-dye component of the PSIC is waived for those origins, and a missing or incomplete test report still exposes the consignment to detention. Separately, importers sourcing from Bangladesh should confirm port eligibility under DGFT Notification 7/2025-26 before booking shipment, as routing to a non-permitted port attracts consignment detention and re-export.
