The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries (EU, UK, Japan, South Korea, Australia, Canada, Serbia, Poland, Denmark) extends to all PSIC requirements — it does not; only the azo-dye component of the PSIC is waived for those origins, and a missing or incomplete test report still exposes the consignment to detention.
