Outer garments, of fabrics otherwise impregnated
Women's outer garments of impregnated, coated or laminated fabrics
HSN 6210 30 30 (Outer garments, of fabrics otherwise impregnated) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement covering absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions and trade-policy conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from or transiting through Bangladesh, verify compliance with Para 19 of the General Notes to the ITC (HS) 2022 and the port restrictions stated in Para 1 of DGFT Notification 7/2025-26. Confirm whether the goods fall within the exempted categories listed in Paras 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption covers precisely nine named countries; consignments from any origin not on that list — including countries with bilateral trade agreements — must be accompanied by a valid PSIC or Textile Committee test report, and absence of this document at the bill of entry results in consignment detention pending compliance. The Bangladesh-origin port restriction under DGFT Notification 7/2025-26 is a separate, concurrent obligation that applies regardless of azo-dye testing status.
