The most common error on this tariff line is assuming that rubberised-fabric outer garments, being a specialist technical product, are exempt from the textile azo-dye PSIC requirement. General Note 10 applies to all textile and textile articles regardless of finishing or coating; the rubberised construction does not remove the garment from the textile-article classification for PSIC purposes. A consignment arriving without a valid PSIC or qualifying test report is liable to detention at the port of entry pending document regularisation.
