The most common error on this tariff line is assuming that the azo-dye PSIC exemption for preferred-origin countries extends to all testing requirements — it does not. The exemption covers only the test for presence of azo dyes; the PSIC itself remains mandatory for all origins to certify absence of other prohibited hazardous dyes. Submitting a test report limited to azo dyes from a non-exempt country, or omitting the PSIC entirely for an exempt-origin shipment, both result in consignment detention at the port of entry pending DGFT-compliant documentation.
