Garments of coated or laminated fabrics, men's overcoat type
HSN 6210 20 90 (Other garments of the type described in heading 6201, made of technical fabrics) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 imposes additional port restrictions on imports from Bangladesh, subject to the exemptions stated in paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited exporting-country lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Procure a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required from all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the garments originate from Bangladesh, verify compliance with the port restrictions introduced under paragraph 19 of the General Notes to the ITC (HS) 2022 by DGFT Notification 7/2025-26. Consignments from Bangladesh not falling within the exempted categories listed in paragraphs 2 and 3 of that notification must be routed through the specified ports; non-compliant routing attracts detention and Restricted-import enforcement.DGFT Notification 7/2025-26 dated 17-05-2025, para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries covers the entire PSIC requirement. The exemption applies solely to azo-dye testing; a certificate addressing fabric composition, colourfastness, and any other General Note 10 parameters remains mandatory regardless of country of origin. Separately, importers sourcing from Bangladesh must confirm whether their specific garment category falls within the paragraph 2 or 3 exemptions before nominating a port of entry, as a post-departure port change will not cure a Restricted-import breach.
