HSN 6210 20 30 (Outer garments, of fabrics otherwise impregnated or coated) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports from Bangladesh under the newly introduced General Notes para 19.

The most common error on this tariff line is assuming that a current supplier relationship with an EU or other exempt-origin vendor removes all PSIC obligations — in fact, only azo-dye testing is waived for those origins; the broader PSIC covering other composition and hazardous-substance parameters remains required for every consignment regardless of origin. For Bangladesh-origin shipments filed after 17 May 2025, failing to check the para 19 port-restriction list before vessel departure can result in consignment detention and demurrage at a non-permitted port.
