HSN 6210 20 20 (Outer garments of fabrics impregnated, coated, covered or laminated with cellulose derivatives or artificial plastic materials) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy, with a Bangladesh-origin port restriction applying under DGFT Notification 7/2025-26.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins simply because the exporting country is a developed-market supplier. The exemption is strictly limited to the nine named countries; consignments from any other origin — including Bangladesh, China, and Vietnam — require a valid PSIC or Textile Committee test report, and absence of the document at the bill-of-entry stage results in consignment detention pending re-testing at the importer's cost.
