Outer garments, of rubberised textile fabrics
Outer garments of rubberised textile fabrics (men's, boys' type)
HSN 6210 20 10 (Outer garments, of rubberised textile fabrics) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduces port restrictions on imports from Bangladesh under General Note para 19, subject to the exemptions listed in paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must present the PSIC at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Check whether the goods qualify for exemption under paragraphs 2 or 3 of that notification before routing the shipment to a permitted port of entry.DGFT Notification 7/2025-26 dated 17-05-2025, para 19, para 1, para 2 and para 3
The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all General Note 10 requirements — it covers only the testing for azo-dye presence; the PSIC requirement for composition and other prohibited substances remains in force for those origins. Separately, importers sourcing from Bangladesh must confirm whether their specific goods fall within an exemption category under DGFT Notification 7/2025-26 before nominating a port; a consignment routed to a restricted port before that check will face detention and potential re-export.
