HSN 6210 10 90 (garments of fabrics of heading 5602 or 5603) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with customs officers directed to verify whether goods are surgical gowns and drapes conforming to IS 17334. A Pre-Shipment Inspection Certificate for azo-dye absence is mandated under General Note 10 of the ITC (HS) policy, and Bangladesh-origin consignments are subject to port restrictions under DGFT Notification 7/2025-26.

The most common error on this tariff line is importing surgical gowns or drapes without verifying IS 17334 conformance documentation, on the assumption that a generic textile PSIC suffices. Customs officers carry an explicit instruction to check IS 17334 compliance for this CTI; a consignment that cannot demonstrate conformance at the time of examination is liable to detention and ground rent pending remediation or re-export. The PSIC for azo-dye absence and the IS 17334 declaration are independent obligations — satisfying one does not discharge the other.
