The most common error on this tariff line is assuming that the PSIC requirement does not apply to silk garments because the goods are high-value or low-volume. General Note 10 applies to all textile articles regardless of fibre type or unit value; a missing or defective PSIC results in consignment detention at the port of entry. Importers from non-exempt origins who file without a valid PSIC face both denial of out-of-charge and potential confiscation of the consignment.
