    If the consignment originates from Bangladesh, verify compliance with the port restrictions introduced under Para 1 of DGFT Notification 7/2025-26. Check whether the goods qualify for exemption under Para 2 or Para 3 of that notification before finalising the port of entry and filing the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that sourcing from an azo-dye-exempt country eliminates all pre-shipment testing obligations. The azo-dye exemption covers testing for prohibited azo dyes only; a PSIC or valid test report from a TC or CSRTI laboratory covering composition and other hazardous-substance parameters remains mandatory for all origins, and a bill of entry filed without it is liable to detention at the port of import pending document production.
