DGFT CLEARANCE

HSN 6207 99 90 (men's or boys' singlets, underpants, nightshirts, pyjamas, bathrobes and similar articles of other textile materials) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy. Bangladesh-origin consignments are additionally subject to port restrictions under DGFT Notification 7/2025-26.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption for EU and listed-country origins eliminates the PSIC requirement altogether. The exemption is limited to the azo-dye test only; a full Pre-Shipment Inspection Certificate covering other hazardous-dye and composition parameters remains mandatory regardless of origin. Filing a bill of entry without a valid PSIC exposes the consignment to detention and ground rent pending rectification.
