The most frequent error on this residual tariff line is assuming the PSIC requirement is limited to woollen or blended articles. The azo-dye PSIC obligation under General Note 10 applies to all textile and textile articles under Chapter 62 regardless of fibre composition — only the testing exemption (not the PSIC itself) is waived for the nine listed exporting countries. A consignment from an unlisted origin arriving without a valid azo-dye test report is liable to detention at the port of import pending laboratory testing, with demurrage and ground rent accruing from the date of arrival.
