HSN 6207 99 21 (Dressing gowns and bathrobes) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate (PSIC) certifying textile composition and confirming absence of prohibited azo dyes is mandated under General Notes 10 and 11 of the ITC (HS) policy.

The most common error on this tariff line is failing to distinguish the two separate PSIC requirements: one covering textile composition and brand genuineness under the woollen-textiles notification (General Note 11), and a second covering azo-dye absence under General Note 10. A PSIC that addresses composition but is silent on prohibited dyes — or vice versa — will be treated as non-compliant at the bill of entry, risking consignment detention and demurrage while a fresh certificate is procured.
