The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly: it is limited to nine named origins only, and all other exporting countries — including Bangladesh, Vietnam, and China — require a PSIC from an accredited laboratory before out-of-charge. Separately, the Bangladesh-origin port restriction under Para 19 is a distinct overlay that operates independently of the PSIC requirement; a consignment arriving at an unlisted port from Bangladesh will be detained regardless of whether the PSIC is otherwise in order.
