HSN 6207 91 90 (Other cotton men's or boys' nightwear and similar articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement mandating absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are subject to additional port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from or routed through Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17 May 2025. Para 19 of the General Notes introduces port restrictions on specified goods from Bangladesh; confirm whether the goods fall under the exempted categories in Para 2 and Para 3 before nominating the port of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19, Para 1, Para 2 and Para 3
The most common error on this tariff line is assuming that the PSIC azo-dye exemption for listed countries eliminates all pre-shipment documentation. The exemption covers azo-dye testing only; the PSIC for composition and other parameters under General Note 10 remains required for all origins. Separately, importers sourcing from Bangladesh frequently overlook the Para 19 port restrictions introduced by DGFT Notification 7/2025-26, which can render an otherwise compliant shipment liable to detention at a non-notified port.
