Dressing gowns and bathrobes
Men's or boys' cotton dressing gowns and bathrobes
HSN 6207 91 10 (Dressing gowns and bathrobes, of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are subject to additional port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, confirming absence of prohibited hazardous azo dyes before shipment. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with the port restrictions introduced under Para 19 of the General Notes of the ITC (HS) 2022. Review the exempted-goods categories under Paras 2 and 3 of DGFT Notification 7/2025-26 to confirm whether this tariff line qualifies for an exemption.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes of ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC requirement applies only to fabric and not to finished garments such as dressing gowns and bathrobes. General Note 10 applies to all textile articles, including made-up clothing, and the country-of-origin exemption list is exhaustive — importers sourcing from any origin not explicitly listed must present a valid PSIC or TC/CSRTI test report, failing which the consignment is liable to detention at port pending re-testing or re-export.
