    If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduces Para 19 into the General Notes of ITC (HS) 2022 regulating imports of certain goods from Bangladesh with designated port restrictions as stated in Para 1. The most common error on this residual tariff line is shipping from a non-exempt country without a PSIC and assuming the azo-dye exemption list is broader than it is — the nine exempt origins are exhaustive, and a consignment from any other country arriving without a valid PSIC is detained at the port of import pending test clearance, accruing demurrage and ground rent. Bangladesh-origin shipments carry the additional risk of port-restriction non-compliance under the newly introduced Para 19, which is operative from 17 May 2025.
