Men's or boys' nightwear, underwear, robes of other textile materials
HSN 6207 19 90 (men's and boys' singlets, underpants, nightshirts, pyjamas, bathrobes and similar articles of other textile materials) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) Import Policy, with country-specific exemptions applying.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-restriction declaration from DGFT
- 1Procure a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before shipment. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduces Para 19 into the General Notes of ITC (HS) 2022 regulating imports of certain goods from Bangladesh with designated port restrictions as stated in Para 1. Confirm whether the goods fall within the exempted categories under Para 2 and Para 3 before routing the consignment.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note Para 19, ITC (HS) 2022
The most common error on this residual tariff line is shipping from a non-exempt country without a PSIC and assuming the azo-dye exemption list is broader than it is — the nine exempt origins are exhaustive, and a consignment from any other country arriving without a valid PSIC is detained at the port of import pending test clearance, accruing demurrage and ground rent. Bangladesh-origin shipments carry the additional risk of port-restriction non-compliance under the newly introduced Para 19, which is operative from 17 May 2025.
