Compliance steps
  1. 1
Ensure the import complies with Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Obtain a PSIC from an accredited laboratory certifying the composition of the woollen textile or blend, and secure a certificate of origin and a brand-owner certificate confirming the genuineness of the product, its markings, and authority to use the brand name.

  2. 2
Obtain a PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
General Note 10 of ITC (HS) Import Policy; DGFT Public Notice 14/2023 dated 14-06-2023
  3. 3
Where the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes via DGFT Notification 7/2025-26 dated 17-05-2025. Review the exemption categories in Paras 2 and 3 of that notification before nominating the port of entry.

A word of counsel

The most common error on this tariff line is presenting a single PSIC for azo-dye absence while omitting the separate PSIC certifying textile composition and the brand-owner genuineness certificate — both of which are independently required under General Note 11. Customs will not treat a dye-test report as a substitute for a composition certificate; a consignment lacking either document is detained at the port of import pending production of the missing clearance, accumulating demurrage and ground rent.

Frequently asked
Does HSN 6207 19 20 require BIS certification?
No, men's or boys' woven articles of wool fall outside the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, under General Notes 10 and 11 read with the Textile (Development & Regulation) Order, 2001.
Are there separate PSIC requirements for composition and for azo-dye testing, or does one certificate cover both?
They are separate requirements: General Note 11 mandates a PSIC certifying the woollen/blended composition (plus certificate of origin and brand-owner certificate), while General Note 10 and DGFT Public Notice 14/2023 require a distinct PSIC or test report confirming absence of prohibited hazardous azo dyes.
Do the Bangladesh port restrictions under DGFT Notification 7/2025-26 apply to all wool garment imports from Bangladesh?
Not necessarily — Paras 2 and 3 of DGFT Notification 7/2025-26 dated 17-05-2025 specify exempted goods and categories. The importer must assess the specific consignment against those exemption lists before selecting the port of import.
