Men's or boys' wool nightwear, vests, and similar articles
HSN 6207 19 20 (Men's or boys' woven articles of wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile imports governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate (PSIC) certifying textile composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory accompaniments at the bill of entry.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporting country
- Brand-owner genuineness certificate from brand owner
- 1Ensure the import complies with Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Obtain a PSIC from an accredited laboratory certifying the composition of the woollen textile or blend, and secure a certificate of origin and a brand-owner certificate confirming the genuineness of the product, its markings, and authority to use the brand name.Notification No. CER (18)/99-CLB dated 07-03-1988; Textile (Development & Regulation) Order, 2001; General Note 11 of ITC (HS) Import Policy
- 2Obtain a PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of ITC (HS) Import Policy; DGFT Public Notice 14/2023 dated 14-06-2023
- 3Where the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes via DGFT Notification 7/2025-26 dated 17-05-2025. Review the exemption categories in Paras 2 and 3 of that notification before nominating the port of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is presenting a single PSIC for azo-dye absence while omitting the separate PSIC certifying textile composition and the brand-owner genuineness certificate — both of which are independently required under General Note 11. Customs will not treat a dye-test report as a substitute for a composition certificate; a consignment lacking either document is detained at the port of import pending production of the missing clearance, accumulating demurrage and ground rent.
