Women's and girls' cotton blouses, shirts and shirt-blouses
HSN 6206 30 90 (women's or girls' blouses, shirts and shirt-blouses of cotton, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions for imports originating from Bangladesh under Para 19 of the General Notes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must furnish this certificate.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025, which introduces Para 19 into the General Notes, imposing port restrictions on the import of certain goods from Bangladesh. Confirm whether the specific article falls within the exempted goods listed under Paras 2 and 3 of that notification before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The azo-dye PSIC exemption is country-of-origin specific and applies only to the nine listed countries; importers sourcing from any other origin — including Bangladesh, China, Vietnam, or Sri Lanka — who arrive at the bill-of-entry stage without a valid PSIC from an accredited laboratory face consignment detention pending production of the certificate. For Bangladesh-origin consignments, the additional port-restriction overlay under Para 19 operates independently of the PSIC requirement: both conditions must be satisfied concurrently.
