Women's or girls' blouses and shirts of silk or silk waste
HSN 6206 10 90 (women's or girls' blouses and shirts of silk or silk waste, residual category) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions and import-policy conditions under General Note para 19 for consignments originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Bangladesh-origin port compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, specifically the port restrictions and import-policy conditions introduced under General Note para 19. Check whether the goods fall within the exempted categories listed under para 2 and para 3 of that Notification before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note para 19 of ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption applies based on the exporter's nationality rather than the country of import origin. An exporter from a non-exempt country shipping through a transit hub in an exempt jurisdiction does not qualify; the exemption attaches to the country of origin as declared on the bill of entry. Separately, importers sourcing from Bangladesh must confirm port eligibility under DGFT Notification 7/2025-26 before vessel booking, as a port-restriction breach triggers consignment detention at the ineligible port.
