Compliance steps
  1. 1
For woollen or blended textile shirts, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying the textile composition, along with a Certificate of Origin and a brand-owner certificate confirming the genuineness of the product and authority to use brand markings. These requirements apply under General Note 11 of the ITC (HS) policy read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001.

  2. 2
Accompany all textile consignments with a PSIC from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom.

  3. 3
For consignments originating from or routed through Bangladesh, verify compliance with the port restrictions and conditions introduced under Para 19 of the General Notes of ITC (HS) 2022. Review the exempted-goods categories listed in Paras 2 and 3 before filing the bill of entry.

A word of counsel

The most common error on this tariff line is applying only the azo-dye PSIC requirement and overlooking the separate composition-certification and brand-genuineness certificate obligations that attach specifically to woollen and blended variants under General Note 11. A consignment of wool-blend shirts arriving with a dye-absence test report but without the composition PSIC and brand-owner certificate will be detained for document deficiency — the two sets of PSIC requirements are independent, and satisfying one does not discharge the other.
