    If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 and comply with the port restrictions introduced under Para 19 of the General Notes to ITC (HS) 2022. Consignments qualifying under the exemption categories in Paras 2 and 3 of that notification must retain supporting documentation at the bill of entry.

The azo-dye exemption is country-of-origin specific, not supplier specific: a garment manufactured in a non-exempt country but shipped through an exempt country does not qualify for the testing waiver. Importers sourcing from mixed-origin supply chains routinely conflate the country of export with the country of manufacture, and a missing or inadequate PSIC at the bill of entry results in consignment detention and demurrage pending a compliant test report.
