The most common error on this tariff line is assuming the azo-dye PSIC exemption applies to all developed-country origins. The exemption is limited to the nine named jurisdictions; consignments from any other country — including countries with stringent domestic chemical regulations — must arrive with a valid PSIC or TC/CSRTI test report, and absence of this document at the bill-of-entry stage results in consignment detention pending testing.
