A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins where certification infrastructure is limited. The exemption is confined to the nine listed countries; a PSIC absent or issued by a non-accredited laboratory for any other origin renders the consignment liable to detention and refusal of out-of-charge. For Bangladesh-origin shipments, the port-restriction regime under para 19 must be independently verified against the current exemption list before booking freight.

Does HSN 6205 20 10 require BIS certification?
No, handloom cotton men's shirts are not covered by any BIS Quality Control Order. Which countries are exempt from the azo-dye PSIC requirement for textile imports?
Only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must produce a PSIC from an accredited laboratory or a valid TC/CSRTI test report per DGFT Public Notice 14/2023.
