Women's or girls' garments of other textile materials
HSN 6204 69 19 (women's and girls' garments of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in Paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing; all other origins must produce the certificate before the bill of entry is filed.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with the port restrictions introduced under Para 19 of the General Notes via DGFT Notification 7/2025-26 dated 17-05-2025. Confirm whether the goods fall within the exempted categories listed in Paragraphs 2 and 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all textile parameters — it does not. The exemption covers azo-dye testing only; a PSIC or valid test report covering other composition and safety parameters remains mandatory regardless of country of origin. For Bangladesh-origin shipments, the port-restriction overlay under DGFT Notification 7/2025-26 must be assessed independently of the PSIC requirement, and routing to a non-permitted port invites detention pending re-examination.
