Sequinned or beaded or embroidered
Women's or girls' woven garments, sequinned, beaded or embroidered
HSN 6204 69 11 (Sequinned or beaded or embroidered women's and girls' garments of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. Additionally, imports from Bangladesh are subject to port restrictions and policy conditions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from or routed through Bangladesh, confirm compliance with the port restrictions and conditions introduced under Para 19 of the General Notes of the ITC (HS) 2022. Review the exempted-goods categories listed in Paras 2 and 3 of DGFT Notification 7/2025-26 to determine whether the specific consignment qualifies for an exemption.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye country exemption covers the entire PSIC requirement. The exemption applies only to testing for azo-dye presence; the PSIC itself — covering composition, labelling, and other textile-safety parameters — remains mandatory regardless of the country of export. Submitting only an azo-dye clearance certificate from an exempt-country supplier without a full PSIC will result in consignment detention pending rectification.
