The most frequent error on this tariff line is assuming the azo-dye exemption applies broadly on account of a bilateral trade relationship. The exemption is country-specific and exhaustive: only the nine listed countries qualify. Shipments from all other origins — including major apparel exporters such as Bangladesh, Vietnam, Sri Lanka, and China — require a PSIC or TC/CSRTI test report at the bill of entry, and a missing document results in consignment detention pending PSIC procurement.
