Women's or girls' apparel of other textile materials
HSN 6204 59 99 (women's and girls' apparel of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions for consignments originating from Bangladesh under General Note para 19.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must comply.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025: General Note para 19 imposes port restrictions on import of certain goods from Bangladesh. Confirm whether the goods fall within the exempted categories listed in paras 2 and 3 of that notification before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note para 19, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC exemption applies broadly: it covers only the nine listed countries, and importers sourcing from any other origin — including Bangladesh, China, or Vietnam — must present the test report at the bill of entry or face consignment detention. Additionally, the Bangladesh port-restriction overlay under General Note para 19 is a separate compliance layer from the PSIC requirement; satisfying one does not discharge the other.
