Women's and girls' apparel of other textile materials
HSN 6204 59 19 (Women's or girls' apparel of other textile materials) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) 2022 import policy. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption covers only the nine specified countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and imports from any other origin, including other high-volume apparel exporters, require a valid PSIC or TC/CSRTI test report. Presenting a commercial certificate of compliance in lieu of an accredited-laboratory PSIC will not satisfy the General Note 10 requirement and will result in consignment detention.
