HSN 6204 52 90 (women's and girls' cotton apparel, woven) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions on imports of certain goods originating from Bangladesh under paragraph 19 of the General Notes.

The most common error on this tariff line is treating the azo-dye exemption for nine named countries as an exemption from the PSIC altogether. The country-of-origin exemption covers azo-dye testing only; a PSIC or valid Textile Committee test report addressing other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Consignments arriving without any PSIC face detention and potential re-export under ITC (HS) Restricted-import enforcement.
