The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all origins simply because the supplier is a large or well-known manufacturer. The exemption is country-of-origin specific — nine named countries only — and an exporter shipping via a transshipment hub does not acquire the origin of that hub. A consignment arriving without a valid PSIC or test report from a non-exempt origin will be detained at port, with demurrage and ground rent accruing until the documentation deficiency is remedied or the goods are re-exported.
