Consignments qualifying under the exemptions in Paragraphs 2 and 3 of that notification must be documented accordingly before filing the bill of entry.

The most common error on this tariff line is assuming the azo-dye testing exemption covers all documentation requirements: the exemption applies only to the azo-dye test itself for the nine listed country origins — the Pre-Shipment Inspection Certificate covering other composition and quality parameters remains mandatory for all origins without exception. Separately, importers sourcing from Bangladesh who treat all garment categories as exempted under DGFT Notification 7/2025-26 risk consignment detention at the port of entry where the port-restriction under Paragraph 1 applies and the Paragraph 2 and 3 carve-outs have not been substantiated.
