Women's or girls' garments of artificial fibres, woven
HSN 6204 44 90 (women's and girls' woven garments of artificial fibres, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in Paragraphs 2 and 3 of that notification.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Import policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify applicability of the port restrictions introduced under Paragraph 19 of the General Notes per DGFT Notification 7/2025-26 dated 17 May 2025. Consignments qualifying under the exemptions in Paragraphs 2 and 3 of that notification must be documented accordingly before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption covers all documentation requirements: the exemption applies only to the azo-dye test itself for the nine listed country origins — the Pre-Shipment Inspection Certificate covering other composition and quality parameters remains mandatory for all origins without exception. Separately, importers sourcing from Bangladesh who treat all garment categories as exempted under DGFT Notification 7/2025-26 risk consignment detention at the port of entry where the port-restriction under Paragraph 1 applies and the Paragraph 2 and 3 carve-outs have not been substantiated.
