Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
For consignments sourced from Bangladesh, verify whether the goods fall within the exempted categories listed in paragraphs 2 and 3 of DGFT Notification 7/2025-26. Non-exempt goods are subject to port restrictions as stated in paragraph 1 of that notification; routing through an unspecified port renders the consignment liable to detention.

A word of counsel

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all origins simply because the supplier is ISO-certified or EU-compliant. The exemption is strictly origin-specific: nine named countries only. Shipments from any other origin — including Bangladesh, China, and Vietnam — require a PSIC from an accredited laboratory, and a missing or insufficiently specific test report will result in consignment detention at port pending re-sampling or documentary rectification.
