HSN 6204 43 10 (House coats and the like) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering hazardous azo-dye absence under General Note 10 of the ITC (HS) 2022. DGFT Notification 7/2025-26 dated 17 May 2025 introduces port restrictions and additional conditions for imports originating from Bangladesh under para 19 of the General Notes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) 2022 Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025, including the port restrictions stated in para 1 of the newly introduced para 19 of the General Notes. Consignments from Bangladesh that do not qualify under the exemptions in paras 2 and 3 must enter only through the notified ports.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is shipping without a valid PSIC on the assumption that the azo-dye exemption applies because the goods transited through an exempt country. The exemption attaches to the country of origin, not the country of export or transhipment; a consignment of synthetic house coats originating in a non-exempt country but shipped via an EU port still requires a full PSIC. For Bangladesh-origin goods, confirm port eligibility under DGFT Notification 7/2025-26 before booking the vessel, as arrival at a non-notified port triggers detention pending re-routing.
