Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

  2. 2
If the consignment originates from Bangladesh, verify port eligibility under para 19 of the General Notes to the ITC (HS) 2022, introduced by DGFT Notification 7/2025-26 dated 17 May 2025. Consignments not falling within the exemptions under paras 2 and 3 of that notification must enter only through the specified permitted ports.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries also waives the Pre-Shipment Inspection Certificate entirely. The PSIC for fibre composition and other parameters remains required regardless of origin; the country-specific exemption covers only the azo-dye testing component. Separately, importers sourcing from Bangladesh should review paras 2 and 3 of DGFT Notification 7/2025-26 before nominating a discharge port, as routing to a non-permitted port will result in consignment detention.
