HSN 6204 42 10 (House coats and the like dresses) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 covering prohibition of hazardous azo dyes. DGFT Notification 7/2025-26 dated 17 May 2025 introduces port restrictions for imports originating from Bangladesh under para 19 of the General Notes to ITC (HS) 2022.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify port eligibility under para 19 of the General Notes to the ITC (HS) 2022, introduced by DGFT Notification 7/2025-26 dated 17 May 2025. Consignments not falling within the exemptions under paras 2 and 3 of that notification must enter only through the specified permitted ports.DGFT Notification 7/2025-26 dated 17-05-2025 · ITC (HS) 2022 General Note 19, paras 1, 2 and 3
The most common error on this tariff line is assuming the azo-dye exemption for listed countries also waives the Pre-Shipment Inspection Certificate entirely. The PSIC for fibre composition and other parameters remains required regardless of origin; the country-specific exemption covers only the azo-dye testing component. Separately, importers sourcing from Bangladesh should review paras 2 and 3 of DGFT Notification 7/2025-26 before nominating a discharge port, as routing to a non-permitted port will result in consignment detention.
