    Obtain a separate PSIC or valid test report from a Textile Committee (TC) or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require a positive test certification.

    If the consignment originates from or transits through Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes via DGFT Notification 7/2025-26 dated 17-05-2025. Check whether the goods qualify under the exemptions in Para 2 and Para 3 of that notification before selecting the port of import.

A word of counsel

The most common error on this tariff line is presenting a single PSIC that addresses only azo-dye absence and treating it as satisfying all PSIC requirements. Woollen textile imports require two distinct PSIC obligations: one certifying fibre composition under General Note 11 (along with the brand-owner certificate and Certificate of Origin), and a separate azo-dye certification under General Note 10. A consignment lacking either certificate, or bearing a certificate from a non-accredited laboratory, is liable to detention and demurrage at the port of import.
